The Appellate Division ( First Department ). Established in 1894, the Appellate Division of the New York State Supreme Court is the State's intermediate court of appeals. The Appellate Division is, arguably, New York's most powerful state court since, unlike the Court of Appeals, it reviews questions of law and fact. The Appellate Division comprises four "Departments." Its First Department initially sat in rented office space until its Courthouse was built on 25th Street at Madison Avenue. One third of the cost of its construction went to decorative features. It has been designated a New York City Landmark and is listed in the State and National Registers of Historic Places.
